Tap water is not only full of contaminants and minerals but it is usually also hard. First thing you should do is exchange the tap water with distilled water in the tank. Distilled water usually has no minerals so it's quite safe to use on a regular basis in your water fountain. This is not expensive, in many places it only costs about 99 cents per gallon, so it's quite affordable. Make sure to add a bit of it every day in the fountain to replenish the little that has evaporated from the day before. However having a gallon of distilled water should last you for quite a while.

Do you use a dehumidifier? If yes, you can safely use the water collected in it as it is distilled water, just like the one you would buy per gallon. It is quite safe to use in your fountain tank.

Don't leave the pump to get clogged with all sorts of nasty growing spores, algae and other slime as it won't be able to pump your water and might get destroyed when overheating, leading to you having to buy a new pump. The pump should be cleaned every 2-3 months on average, unless you notice earlier on that it has slowed down pumping the water.

You also need to treat your water to stop the algae from growing in it and becoming a heavy nuisance for you and your fountain. There are several treatments for it, including Fountec, Fountain Protector or Protec Scale. These are three of the better ones out there. Before you pour these in the water make sure that they don't also kill other plants that you might want to grow in it as it might kill these off as well. Of course if all you have is a couple of pebbles, then you're safe with each of these liquids.

To clean the fountain slate, which is quite a durable material, is an easy process. All you need is a bit of water mater and a soft bristled brush or you can also use an old throwaway toothbrush. Avoid using soap as it might soak in the slate (it being a porous material) and get your fountain to start bubbling up. While slate is quite a heavy and durable material, avoid dropping off on the floor as it might break. Not as easy as glass, mind you, but there is a possibility of it breaking nevertheless.

Each material is different so you should be aware of any particularities of the one you have in your home. For example, if your fountain is made of ceramic material, you can clean it with a ScotchBrite pad. Avoid putting it in hot water as the material might crack due to the nature of ceramic. Particular care should be taken with bamboo material. Basically used you should not allow it to dry because it will crack.
